Regular City Council Meeting
January 13, 2009
7:00 p.m.

Cumberland City Council met in regular session with Council Member Lela Lank calling the meeting to order at 7:03 p.m. Council members present were Clarke Gerlock, Steve Porter, and Lela Mae Lank. Absent: David Meyer, Michelle Lange, and Mayor Edwards. Also present were city employees Ronald Benton and Pat Becker. Visitors: Vicky Anstey and Carolyn Hartmann.

Motion by Porter, second by Gerlock, to approve meeting agenda with the additions of L. Cars removed for snow removal, M. Condemning of vacant houses to Discussion Items. All ayes, motion carried.

Motion by Gerlock, second by Porter, to approve consent agenda with December bills in the amount of $15,066.83. All ayes, motion carried.

Council discussed budget preparation with suggestions for funds.

Motion by Gerlock, second by Porter, to approve Resolution #3-2009 A RESOLUTION HIRING A PUBLIC WORKS DIRECTOR, to rehire Ronald Benton. Aye: Gerlock, Porter, Lank. Nay: None. Absent: Meyer, Lange. Motion carried.

Motion by Gerlock, second by Porter, to approve Resolution #4-2009 A RESOLUTION HIRING A CITY CLERK, to rehire Pat Becker. Aye: Gerlock, Porter, Lank. Nay: None. Absent: Meyer, Lange. Motion carried.

Motion by Gerlock, second by Porter, to approve Resolution #5-2009 A RESOLUTION HIRING A PART-TIME MOWING/MAINTENANCE, to rehire Ed Carter. Aye: Gerlock, Porter, Lank. Nay: None. Absent: Meyer, Lange. Motion carried.

Motion by Gerlock, second by Porter, to approve Resolution #6-2009 A RESOLUTION HIRING A PART-TIME PUBLIC WORKS AND METER READER, to rehire Floyd Pearce. Aye: Gerlock, Porter, Lank. Nay: None. Absent: Meyer, Lange. Motion carried.

Council would like to check with VanGinkel before naming him official attorney of City.

Motion by Gerlock, second by Porter, to rename the Anita Tribune as official newspaper for publications. All ayes, motion carried.

Motion by Gerlock, second by Porter, to rename Houghton State Bank as official bank for deposits. All ayes, motion carried.

Mayor Edwards appointed the following committees:
Landfill-Dave Meyer
Finance-Dave Meyer and Clarke Gerlock
Fire Department- Clarke Gerlock
Mayor Pro Tempore-David Meyer
Enforcement Officer-Steve Porter and Lela Lank

Motion by Gerlock, second by Porter, to approve Rod Sothman as Fire Chief. All ayes, motion carried.

Library submitted budget to the Council.

Motion by Porter, second by Gerlock, to set the Public Hearing Date for the FY10 Budget Estimate as February 9 at 7:00 p.m. in the City Hall. All ayes, motion carried.

The Council tabled the decision to approve use of City Hall for Centennial photos.

Council discussed that Mayor will start to declare a snow emergency if vehicles are not moved.

Council tabled the discussion on condemning vacant houses.

The following Committee reports were presented:
City Clerk – Census 2010, Bonding
Fire Dept. – Rod Sothman- Chief; Daryl Schrier – Asst. Chief; Paul Stinn – Sec./Treas.; donation was given to Dept.
Streets/Sidewalks – County reported City will not be receiving more sand
City Maintenance – help taking down lights
P.R.I.D.E. – meeting Jan. 29 at Griswold, planning retreat Feb. 7 at Harrisdale, Legislative coffee Feb. 14 and Mar. 14

Upon motion by Porter, second by Gerlock, the city council meeting adjourned at 9:30 p.m. All ayes, motion carried.
