Regular City Council Meeting
April 14, 2009
7:00 p.m.

Cumberland City Council met in regular session with Mayor Julie Edwards presiding. Mayor Edwards called the meeting to order at 7:00 p.m. Council members present were Clarke Gerlock, David Meyer, Steve Porter, Lela Mae Lank. Absent: Michelle Lange. Also present city employees Ronald Benton and Pat Becker. Visitors: J.C. VanGinkel, Zoe Johnson, and Rod Sothman.

Motion by Meyer, second by Gerlock to approve meeting agenda. All ayes, motion carried.

Motion by Gerlock, second by Porter to approve consent agenda with March bills in the amount of $20,841.48. All ayes, motion carried. Lange absent.

J. C. VanGinkel was present to clarify the City’s Sex Offender Ordinance.

Rod Sothman updated the Council on requirements that are to be met by IMWCA. He has checked with Dr. Swanson for volunteer firemen to receive physicals.

Motion by Gerlock, second by Lank to approve Mutual 28E Agreement for Fire and Emergency Services. All ayes, motion carried. Lange absent.

Motion by Porter, second by Gerlock to approve Resolution #12-2009 to approve Corporate Authority for Houghton State Bank. All ayes., motion carried. Lange absent.

Ron Benton reported that three lights were not working in the park. He will check with Brown’s Electric or Joel McCurdy.

Motion by Meyer, second by Gerlock to approve Resolution #13-2009 for water loan extension to paid off in 5 years. All ayes, motion carried. Lange absent.

Fire Department will check with DNR to do a practice at 121 Adams St. property. Hopefully before 125 celebration.

Discussion on certain property nuisances that the Council feels is a safety factor. Porter agreed to speak with owner.

Property owner at 107 Main has been served abatement with no response. Owner will be assessed costs of repairs.

Council did not have concerns about general fund.

The following committee reports were presented:
• Mayor – band is off
• Clerk – Alliant increase
• Fire Department – Pork Chop Supper had good response, grass fires, ambulance calls, storm
• Streets/Sidewalks – tree stump or sidewalks not done
• City Maintenance – working on completing insurance requests, Comm. Bldg. in process of completing requests
• Animal Control – citizen reported loose dog
• P.R.I.D.E. – April 23 , Community Builders meeting in Massena at 5:30 with visit to Outdoor Classroom – focus on tourism, Senator Grassley at M.S. on April 23

Upon motion by Gerlock, second by Porter, the city council meeting adjourned at 8:49 p.m. All ayes, motion carried. Lange absent.
